Two federal judges said Friday that the Trump administration must tap into billions of dollars in emergency funds to at least partially cover food stamp benefits for tens of millions of Americans in November.

The rulings from judges in Massachusetts and Rhode Island reject a controversial US Department of Agriculture claim that it could not use a contingency fund, which the agency says has $5.3 billion remaining in it, to help cover the benefits amid the month-long government shutdown.

Hours later, President Donald Trump said he has instructed the administration's lawyers to ask the courts how it can legally fund the benefits as quickly as possible because the attorneys "do not think we have the legal authority to pay SNAP with certain monies we have available."

"Even if we get immediate guidance, it will unfortunately be delayed while States get the money out," Trump posted on Truth Social Friday evening. "If we are given the appropriate legal direction by the Court, it will BE MY HONOR to provide the funding, just like I did with Military and Law Enforcement Pay."

The Supplemental Nutrition Assistance Program, or SNAP, costs between $8 billion and $9 billion a month, so the judges' orders will not cover all of the needed payments for November.

"There is no doubt that the … contingency funds are appropriated funds that are without a doubt necessary to carry out the program's operation." US District Judge John McConnell in Rhode Island said. "The shutdown of the government through funding doesn't do away with SNAP, it just does away with the funding of it."

During proceedings Friday, McConnell said he was ordering the government to use the contingency fund to ensure some benefits could be distributed starting November 1.

McConnell's ruling during a hastily scheduled hearing came minutes after US District Judge Indira Talwani in Boston made a similar order. Both judges, appointees of President Barack Obama, also said that USDA is allowed to tap into another bucket of money of nearly $17 billion to pay November SNAP benefits in full, but that decision is currently up to the administration.

Though Talwani stopped short on Friday of requiring the administration to tap into the contingency fund, she said the USDA was required to use money in that rainy-day fund to partially cover November benefits and gave it until Monday to decide whether it would use only those funds or also dip into a separate pot of money.

"This court has now clarified that Defendants are required to use those Contingency Funds as necessary for the SNAP program. And while these contingency funds reportedly are insufficient to cover the entire cost of SNAP for November, Defendants also may supplement the Contingency Funds by authorizing a transfer of additional funds … to avoid any reductions," Talwani said in a 15-page order.

The Trump administration opposes tapping into those other funds, arguing in court it will hurt the child nutrition programs that the revenue supports.

Even with Trump's directive and the judge's rulings, millions of recipients will still face delays in getting their benefits, which were scheduled to start being distributed on November 1. It will take time for the Department of Agriculture and states to get the money flowing again.

In the program's decades-long history, a government shutdown has never prevented it from distributing SNAP funds to states, which administer the benefits, though the program was at risk during the 2018-2019 impasse.

The Boston lawsuit was filed earlier this week by a group of Democratic attorneys general and governors from 25 states and Washington, DC, while the case in Rhode Island was brought Thursday by a coalition of cities, non-profits, unions and small businesses.

As the government shutdown nears its one-month mark, courts are increasingly being asked to intervene to stave off a series of dramatic developments. Earlier this week, a federal judge in California indefinitely blocked the administration from laying off thousands of federal workers, saying the government was unlawfully using the shutdown as legal justification for the layoffs.

The administration could seek appeals. Asked earlier Friday by CNN what the department would do if courts required USDA to tap into the contingency fund, Secretary Brooke Rollins said, "We're looking at all the options."

Delayed payments

States stopped the process of issuing benefits for November after the USDA sent them a letter on October 10 ordering them to do so. States send SNAP enrollees' information to vendors every month so they can load funds onto recipients' benefit cards.

Each state has a specific date by which they must send the information ahead of the new month in order for benefits to go out on time, according to the lawsuit. Payments are made on a staggered basis throughout the month.

Talwani acknowledged the likely delay in benefits during a hearing Thursday, and also asked about the process of providing partial payments to recipients next month since the contingency fund alone won't cover the full amount.

"We're dealing with the reality that … the benefits aren't going to be there on November 1," she said.

This story has been with additional developments.

In a video shared to her Instagram, the Big Brother star, 33, could be seen wearing a white sweatshirt and lip synching along to a video. "It's a beautiful day, isn't it?" Franzel lip-synched along. "You don't deserve to be outside enjoying the sun."

"You should be in a cave," the audio then said as Franzel stepped back and showed off her growing belly.

"Me greeting the trolls that body shamed me before revealing my twin pregnancy 🙃," Franzel wrote across the clip. "👋🙃," she added in the caption.

Earlier this month, Franzel and her husband Victor Arroyo, who met while filming season 18 of Big Brother, announced with PEOPLE exclusively that they are expecting both a boy and a girl.

"We opened the gender envelope in front of our close family and friends, then shot up poppers to announce all at the same time," Franzel explained to PEOPLE. "We all found out together, which was really cool but was not the original plan."

"I gave the envelope to my mom before the gender reveal party to make a balloon popping game for us and after we popped all the balloons with no results, she handed us the envelope and said she didn't open it and wanted us to have that moment to find out first," she continued.

Franzel added, "It was a really sweet gesture in the moment. I was like 'Whaaaat?!' I couldn't believe she didn't look!"

Franzel and Arroyo announced in August that they're expecting again, after trying for three years to get pregnant. In September, a rep for the couple confirmed to PEOPLE that they're actually expecting twins.

"We were and are ecstatic," said Nicole. "What a beautiful gift from God! I honestly felt so sick the first trimester and started showing around the 8-week mark, which, with my first pregnancy, I didn't show until around 20 weeks."

"I joked there must be two babies in there, and when there really was, I was happy-shocked," she continued. "I've always wanted to have twins, and they run in my family!"

Emma Stone and Seth Meyers are remembering a long-lost Saturday Night Live sketch that didn't quite land.

Speaking on the Thursday, Oct. 30, 2025, episode of Late Night With Seth Meyers, the host showed a still photo from a sketch Stone was in

"For me, this is Emma Stone canon," Meyers, 51, said. "But I think maybe less people think of it when they think of you."

Meyers continued: "You did a digital short that I talk about all the time, called 'I Wish It Would Rain.' "

Meyers then held up a photo of Stone, 36 (wearing a comically large prosthetic butt) and then-SNL cast member Andy Samberg in the 2013 sketch.

"This is not in anyone's Top 200 digital shorts," Meyers acknowledged.

"I haven't heard about that video since the night it aired," Stone said, adding, "It was like 15 years ago."

Meyers added, "I love it so much...and everyone should watch it. It immediately doesn't work."

"I thought it was going to work," the host then said, adding that he thought it would be the next "Lazy Sunday," a now-iconic digital short from the show that aired in 2009.

"And then it was just like, crickets," Meyers said.

Meyers then noted that Stone comes in "way late" in the short, and is "not the reason it doesn't work."

"I've seen it only the one time that it aired," Stone said of the digital short. "I need to watch it again."

"Or just let it be the once," joked Meyers.

Stone then turned to the audience to say, "And how about you guys all let it be the once, too? Or the 'not ever'?"

The bizarre sketch focuses on a singer (played by Samberg) who wishes it would rain but, when the weather won't cooperate, is forced to evaluate why his girlfriend left him. Stone plays his assistant in the sketch.

Stone is a member of the famed "Five-Timers Club" and hosted the late-night sketch show for the fifth time in December 2023.

In 2024, during an appearance on The Tonight Show, she revealed that she was shocked to learn that she wouldn't be going home with the special jacket presented to her at the end of her opening monologue.

"That's what's so strange," she explained on The Tonight Show. "I don't wanna blow up their spot because, again, it's my favorite place, but they don't want you to keep the jacket. It's like, a thing!"

'Tis the season to get spooky! Halloween has finally arrived, and with it, a fantastic display of celebrity costumes. This year, the stars went all-out, with many sharing their costumes on social media before and on Oct. 31. While some drew inspiration from recent pop culture moments, many costumes evoked nostalgia by paying homage to movies of the past, from The Devil Wears Prada to Dick Tracy. Demi Lovato even poked fun at herself this holiday by dressing up as "Poot," an often-memed photo of herself.

Of course, it wouldn't be Halloween without a little costume controversy. This year, Him actress Julia Fox caused a stir by going as a blood-splattered Jackie Kennedy on the day of John F. Kennedy's assassination.

Here are some of the wildest celebrity costumes of the year.

Today's Saturday coanchor appeared on the show as Lark Voorhies's Saved by the Bell character Lisa Turtle. She even got a call (on a giant cellphone!) from Mario Lopez, in costume as his character from the show, A.C. Slater.

Kyle MacLachlan and Rachel Sennott

The I Used to Be Funny actress appeared on the Twin Peaks alum's podcast What Are We Even Doing, and both used the opportunity to dress up like characters from The Princess Diaries. Sennott dressed like Anne Hathaway's Mia Thermopolis, while MacLachlan was Julie Andrews's Queen of Genovia.

Savannah Guthrie and Jenna Bush Hager

The Today show besties went as two iconic fashion editors this Halloween: Guthrie appeared on Today as Meryl Streep's Miranda Priestly from The Devil Wears Prada, while Hager dressed up as the woman who inspired Streep's character, Vogue's recently stepped-down longtime editor in chief, Anna Wintour.

Don't recognize Kardashian and her daughter's Halloween costumes? You're probably not online enough. The two went as viral TikTokers Jay Guapo and Pink Cardigan, who were shocked to learn that the reality stars dressed up like them for Halloween. Jenner also appeared in the video as viral TikToker Chrissy G.

Kelly Clarkson

The singer and talk show host turned her daytime TV set into a film noir. With her blonde wig, she evoked Breathless Mahoney, a lounge singer character portrayed by Madonna in the 1990 detective comedy Dick Tracy, even performing Madonna's song from the film, "Sooner or Later."

Julia Fox

One of the most controversial costumes of the year was worn by Julia Fox, who dressed up as Jackie Kennedy in the immediate aftermath of John F. Kennedy's assassination, with blood staining her pink suit.

Fox shared her reasoning behind the outfit on Instagram, writing that it was not a costume but a "statement."

"When her husband was assassinated, she refused to change out of her blood-stained clothes, saying, 'I want them to see what they've done.' The image of the delicate pink suit splattered with blood is one of the most haunting juxtapositions in modern history. Beauty and horror. Poise and devastation," Fox wrote.

"Her decision not to change clothes, even after being encouraged to, was an act of extraordinary bravery," she continued. "It was performance, protest, and mourning all at once. A woman weaponizing image and grace to expose brutality. It's about trauma, power, and how femininity itself is a form of resistance. Long live Jackie O."

Many people in the comments section of her Instagram post applauded the look, with influencer Emma Norton writing, "An absolutely SHOW STOPPING LOOK. From the messaging to the look itself… absolute perfection." Others declared the look "awesome," "iconic," and an example of Fox's "art."

Others, however, did not appreciate the costume choice and questioned how it would be perceived. "That's a great message but unless you tell everyone that lays eyes on you, it's just gonna look horrifically offensive," a commenter wrote.

Another called the outfit "distasteful," while a different commenter wrote, "Imagine what her family thinks when they see this and have to revisit this horrific day."

A third accused Fox of wearing the look for "ghoulish attention," writing that "to dress like this in a climate with rising political violence glorifies it, not female perseverance. And you know it."

Another commenter called Fox's perspective "completely skewed," writing, "there are many ways to get your points across without being so disrespectful and cruel."

Elsa Hosk

On Oct. 22, model Hosk shared a TikTok of herself dressed up as Princess Diana — specifically, in what the press dubbed her "revenge dress." Diana wore the outfit to a 1994 gala on the same night that her then husband, King Charles, admitted to cheating on her with his family friend and now-wife, Camilla Parker Bowles.

That wasn't the only Halloween costume Hosk wore this season. She also dressed up as Cameron Diaz's character from The Mask, wearing a tight red dress and matching lipstick. She wrote on Instagram that the 1994 Jim Carrey comedy was one of her favorite movies growing up.

Demi Lovato

The "Sorry Not Sorry" singer, who just released her new album, It's Not That Deep, posted a photo of herself as the iconic Poot Lovato meme from 2015. "Been so locked in this era thought i'd let pootvato out," she wrote on Instagram.

Chloe Bailey

When Martin Sheen first launched his acting career, he picked that name as a professional moniker over Ramón Gerard Antonio Estévez

When Sheen was asked about that decision in a recent interview, the actor said, "I regret it deeply"

He also "begged" his actor son, Emilio Estevez, to keep his real name

Ramón Gerard Antonio Estévez — better known as Martin Sheen — regrets his name change.

The 85-year-old actor appeared on Josh Horowitz's Happy Sad Confused show on Friday, Oct. 31 to discuss his legendary career.

"You know, officially I've never changed my name," explained Sheen. "I'm still Ramón Gerard Antonio Estévez. And I love my name. I just arrived at a time and a place where it was hard enough to get a job as an actor. When I started in 1959 in New York City — to have a Hispanic surname at that time was not an advantage."

The Emmy winner explained that "because unfortunately there was great prejudice in the city against the Puerto Rican community" at that time, "I kept my name but I realized I had to kind of step outside and be more anonymous in terms of nationality."

When Horowitz asked about his late father Francisco, an immigrant from Spain, the West Wing star said that changing his professional moniker name to Martin Sheen "did bother" him. "He didn't express it as such," he recalled, but upon seeing Sheen's name on the marquee for 1964 Broadway play The Subject Was Roses, "he did not recognize the name. He never said anything but I knew from the look on his face and so forth."

As for the rest of his family of entertainers, Sheen said that he "begged" his eldest son, Emilio Estevez, to stick with the clan's Spanish roots. "I remember when my children started coming into the profession and they were deciding whether or not to use Estevez or to change it, Emilio was on the verge," he said. (Of Sheen's other kids, Ramon and Renée kept the name Estevez, while Charlie Sheen opted for the Anglicized change.)

"Then he saw [Sheen] in print," recalled the Apocalypse Now star with a laugh. "It just doesn't fit. And frankly, I begged him to keep it."

The Breakfast Club star, 63, "made his own decision to keep Emilio. And I was very proud of him," added Sheen. "I still am."
